KELLS BOLAND is the founding principal of PROLOG and manages the PROLOG Office in Whitehorse, Yukon. He has many years of experience completing logistics strategy, infrastructure planning and transportation policy assignments. Kells has been project manager for a number of northern transportation studies, including the Alaska-Canada Rail Link Feasibility Assessment jointly undertaken by the State of Alaska and the Government of Yukon. His consulting career includes PROLOG projects spanning the Canadian North, Alaska and Western Siberia. His previous experience includes logistics planning positions on several northern pipeline projects, military transportation officer at a number of Pacific ports, and in-house executive department consultant for a major railway. Mr. Boland holds an M.B.A. degree, a degree in economics and has been fully certified by the American Association of Cost Engineers.
